Dual wielding sucks in 5e and the feat that supports it is not as strong as the feats that support two handed/bow. The real question is do I want more damage or 2ac from the shield because the 1-6 damage that short sword is doing is awful is most cases. Dual wielding in general is only useful in niche situations in BG3 because it consumes a bonus action, and there are tons of fun and useful things to do with your bonus action. Using the off-hand takes a bonus action.Two Weapon Fighting is NOT dual wielding, what you got is a fighting style that allows you to add your modifier to your offhand melee weapon.
