There are no penalties for switching like DS1, just equip the covenant you want to work on. I found the easiest way to get Shackles and Tongues was to put my red sign down outside Pontiff. You can get Sunlight Medals that way too, or just by helping people with bosses. The auto-summon covenants are the most tedious.
